The Challenge

Malawi's national elections relied heavily on traditional, paper-based processes, leading to critical challenges: complex logistics for distributing and managing paper ballots across remote regions, delays in counting and tabulating results, significant risk of human error and operational bottlenecks, limited transparency and difficulty providing real-time reporting, and many polling stations operating with unreliable or non-existent internet connection, making digital systems difficult to adopt. The country needed a secure, scalable, and connectivity-resilient digital voting system that could support millions of voters while still generating physical ballots as an auditable paper trail.

Our Solution

We built a robust, offline-first voting platform designed specifically for tablets deployed across Malawi's polling stations:

  • Offline-First Android Application (Kotlin): The core functionality—including voter processing, ballot generation, and data collection—works completely offline. When intermittent connectivity becomes available, the app syncs securely using a REST API with conflict resolution mechanisms
  • Streamlined Voting & Poll Worker Experience: An intuitive tablet interface guides voters and polling officials through every step, minimizing errors and reducing training time
  • Integrated Ballot Printing: Each station can generate and print physical ballots on demand, ensuring tamper-resistant, verifiable paper trail, lower risk of ballot shortages, and standardized formatting for faster counting
  • Real-Time Aggregation & Analytics: As tablets sync, the central system aggregates results across regions, updates dashboards for election authorities, provides early insights into turnout and preliminary results, and improves situational awareness during the election day
  • Scalable National Deployment: The system was engineered to function reliably across remote rural regions, low-connectivity environments, and high-voter-volume stations, making it suitable for widespread, nationwide use
